8. Croatia

9. Cyprus

10. Finland

11. Luxembourg (relegated to the Hockey5s Championship II in 2024)

12. Sweden (relegated to the Hockey5s Championship II in 2024)

13. Armenia (relegated to the Hockey5s Championship II in 2024)
